Members of the state Senate Finance Committee on Tuesday criticized the Department of Information Resources, the tech contracting hub that was used to broker an unchecked, no-bid deal with 21CT, the target of state and federal investigations.The Health and Human Services Commission awarded the company a $20 million deal to aid Medicaid fraud investigations. That deal nearly ballooned to $110 million before a pending contract extension was abruptly canceled in December after an American-Statesman investigation that raised questions about how state officials skirted purchasing rules.
