AUSTIN – The Texas Senate’s top budget writer on Monday proposed sharply limiting the use of the popular and controversial Cooperative Contracts purchasing program, signaling that a promised tightening of restrictions for outsourcing by state agencies may be even more dramatic than expected.
State Sen. Jane Nelson, R-Flower Mound, said she had introduced a bill that would prohibit agencies from using the program and a similar program run by the state Comptroller’s Office to buy services or hire contractors, or for any projects worth more than $1 million, in addition to new regulations.
