Health and human services overhaul scaled back as bill advances

The author of a controversial bill to consolidate five Texas’ health and human services agencies into one will scale back that plan for the second time following a scathing report this week that warned against it.

The bill filed by state Sen. Jane Nelson, R-Flower Mound, passed out of committee Wednesday, two days after a so-called strike force assembled by Gov. Greg Abbott warned the plan would likely exacerbate leadership and contracting problems plaguing the Health and Human Services Commission.
