AUSTIN – Nearly six months after a scandal over a $110 million no-bid contract rocked the Texas Health and Human Services Commission, Gov. Greg Abbott said Friday that executive commissioner Kyle Janek would resign July 1.Former second-in-command Chris Traylor will take over the mega-agency with a $35 billion annual budget that oversees all health and human services in Texas, the governor said.
