State health officials circumvented two separate contract oversight boards when they brokered a $110 million no-bid deal with an Austin tech company — a transaction which is now the subject of a criminal investigation and much public scrutiny after two high-level officials resigned this month.

Documents obtained by the American-Statesman provide the first answers to how data analytics company 21CT was able to get a $20 million initial contract while the company was held to different standards than competitors for the contract by the Health and Human Services Commission and avoided competitive bidding processes required by state law.
