The Texas Health and Human Services Commission, buffeted in recent months for its bungling of major contracts, purchases more technology products and services than any other state agency, with about $632 million in purchases since fiscal 2010.

Combine that agency’s purchases with that of its four sister social service agencies, and the total purchases in five years exceeds $1 billion dollars, according to an American-Statesman analysis of 3.2 million transactions through the Department of Information Resources.
