An investigation by state Inspector General Catherine Leahy Scott found that a former top official with the state Office of the Medicaid Inspector General improperly accepted gifts, including air travel and a job offer, from a Texas corporation that has a multimillion-dollar contract with New York.
The searing report released Thursday accusedJoseph J. Flora, 56, a former OMIG director, of accepting the gifts, including meals, alcoholic beverages and a $130,000-a-year job offer from the company, Health Management Systems, while overseeing the company’s contract with OMIG. The inspector general’s report disclosed alleged ethical violations, but Flora doesn’t face any penalties because he retired last year.
