Jack Stick, the top attorney for the Health and Human Services Commission who steered millions of dollars in business to 21CT, resigned Friday amid an American-Statesman investigation, which has found that officials exaggerated the success of Medicaid data investigations and ignored early signs of Stick’s favoritism to the company.
