A cross-breed between a lion and a tiger might seem like a whimsical answer to the question posed in the 2011 job interview, just before he was hired to direct the state’s Medicaid fraud investigations. But in his description of the liger, Stick evoked the qualities that might have served him during his ascent to power in Texas, only to fall and rise again.
